What They Collect
Item-level purchase data: every SKU, timestamp, store location, payment method. Tied to customer profile (name, address, phone, email).

- Over 90% of US grocery spending linked to loyalty accounts
Data Monetization
Kroger Precision Marketing (84.51°): monetizes purchase data by selling targeted advertising. CVS and Walgreens similarly leverage for ad targeting. Data brokers (Oracle Data Cloud/Datalogix, Nielsen, IRI) historically purchased or partnered with retailers for transaction-level data.
Amazon
Retains purchase history indefinitely. Used for recommendations, ad targeting across Amazon advertising network, sold in aggregate via Amazon Marketing Cloud.
Law Enforcement Access
Loyalty data obtained via subpoena without warrant. Notable case: 2002 murder investigation of Robert Durall (Washington state) — Safeway Club Card records subpoenaed to show purchases of items used in crime.
NYC Congestion Pricing

Data Collected
License plate images, timestamps, entry points for every vehicle. E-ZPass transponder data also collected. MTA oversees program; Conduent Inc. operates tolling technology.
Privacy Concerns
NYCLU raised concerns about mass surveillance implications: blanket ALPR coverage creates searchable record of vehicle movements. Questions about data retention periods and law enforcement access to tolling database.
